PC El Salvador will host 3 workshops for, health service providers, PCV counterparts and PCVs on HIV prevention activities, gender equity and stigma and discrimination reduction. One workshop will introduce the Grassroots Soccer (GRS) methodology in HIV prevention. PC El Salvador will continue to reach health care providers, the general population, at risk populations and vulnerable youth directly through the work of volunteers in their site and through implementation of small grants available to volunteers with their communities. All activities will be presented in a Training of Trainers format in order to ensure sustainability and with a monitoring and evaluation plan consisting of pre and post tests for participants. The work with Service providers help to decrease the stigma and discrimination against MARPS and the community work help to reach hidden/hard to reach key populations and link them to testing and other HIV services available. PC/ES place Volunteers in local Government and NG organizations for assignments designed to build community capacity to sustain projects. PC integrates HIV programming as a cross sectorial theme in order to reach populations that are not reached by other USG partners, mainly in rural areas of El Salvador. Volunteers work with local health workers to strengthen their capacity to provide adequate prevention education, counseling and testing services, and dignified care and treatment.

Due to the updated OGAC COP Guidance, Peace Corps is including this IM for the first time even though similar activities have been implemented and tracked in prior years; so, this is why there is a pipeline and burn rate for a new mechanism – to accurately capture the historical data.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
